Health Systems Specialist (Credentialing)

Incumbent serves as Health Care System Credentials File Manager and medical staff subject matter expert for accreditation. Assists the Clinical Leadership in developing short and long term goals necessary to accomplish the mission of the Credentialing and Privileging Program. Identifies the resources necessary for accomplishing the missions and functions of the program. Provides an annual assessment of the program effectiveness for inclusion in the hospital-wide clinical performance assessment. Provides ongoing review of regulatory requirements, TJC Standards, changing laws and legal precedents in order to review hospital regulations and make necessary recommendations for changes to ensure compliance with current VA, VHA, Commission on Accreditation of Rehabilitation Facilities (CART), and Utilization Review Accreditation Commission (URAC) and TJC Standards. Reviews quality assessment findings, risk management evaluations and malpractice claim actions to ensure appropriate coordination with the credentials and privileging function of the Credentials Committee of the medical staff regarding individual provider clinical privileges. Serves as subject matter expert in the field of credentials and clinical privileging, keeps management group, hospital staff, and appropriate administrative staff informed of program changes, new regulatory requirements policies and procedures pertaining to the credentialing and privileging process. Assists in drafting local credentialing policies and Medical Staff Bylaws in compliance with all applicable regulations. This summary is not all inclusive and does require other duties as assigned. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Individual Occupational Requirement (IOR) In order to meet the basic requirement of the Health System Administration, 0671 Occupational series, you must possess an undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration -OR- you must possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Specialized Experience/Education Requirement In addition to TIG and the IOR above you must have the below specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Work that has provided the knowledge or ability to identify process improvement opportunities; analyze the impact of new requirements; advise higher level management on program status; be very detail oriented; prepare information for surveys/studies/audits; manage a program with in guidelines/policies/laws. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree - or - 2 full years of progressively higher level graduate education leading to such a degree - or - LL.B. or J.D., if related. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education. You will be rated on the following Competencies for this position:

Physical Requirements:
The work is sedentary. Some work may require walking in offices, hospitals, warehouses and similar areas for meetings and to conduct work. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Incumbent may carry and lift light items weighing less than 15 pounds.
