Public Affairs Specialist

Assists in employee and public communications via print, video and web-based platforms such as blogs, micro-blogs, social media channels, and health care system intranet and internet sites. Manages content of VA Medical Center' Internet, Intranet, SharePoint Digital Signage and social media outlets. Develops, prepares, adds, updates, and removes--web content as applicable on all publicly facing websites or portals, but not limited to, text, images, custom graphics, pdf files, special announcements or documents as required. Assists with the planning of special events, maintaining, and updating a facility events calendar. Reviews news coverage on VA-related topics to keep staff apprised of relevant issues. Arranges for organizational representatives to speak at local civic or services groups; informs local community of activities through various media outlets. Establishes and maintains working relationships with print and broadcast media representatives in disseminating information or answering inquiries about the organization's operations or activities. Assists with writing news releases, feature stories, speeches, information packets, media kits, and fact sheets and produces various graphic materials such as newsletters, flyers, and brochures. Assists the Public Affairs Officer with the planning, developing, and producing of a variety of materials and publications including print, visual, Web-based, multimedia, and video materials to convey information about the VA to a variety of stakeholders. Proactive in crisis management in the development of appropriate communication, marketing, congressional, and patient advocacy communication tools that are comprehensive and coordinated with the Veterans Affairs goals and objectives. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level is GS-09. The selecting official may select at the GS-7 or GS-9 grade level. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7, For a GS-7 position you must have served 52 weeks at the GS-5 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Organizes and obtains marketing material for distribution; utilizes a variety of techniques to gather information from various sources; establishing and maintaining effective working relationships with a wide variety of individuals, local groups and media, state and local representatives in order to provide and obtain information; utilizes and oral and written mass communication and interpersonal relations principles and techniques to communicate with the public; assists with gathering data and material for news releases or newsletters. Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as Public Affairs or Public Relations; or I have a bachelor's degree in education or a subject area related to the position and I am claiming Superior Academic Achievement.
