Registered Nurse (Assistant Nurse Manager-High Risk/Utilization Management)

The Assistant Nurse Manager initiates and maintains databases, prepares, reports, and works collaboratively with others to assess variances and project needs. Facilitates recommendations for systems and/or resource changes that will serve to improve the work force and resource utilization. The incumbent is responsible for providing leadership of the High Risk/Utilization Management Program in the aspects of assessment, measurement, and process improvement with regards to patient care and organizational functions. Duties include the following:
Collects and aggregates utilization review data required per VHA High Risk/Utilization Management Directive and local policies and ensures data is available and retrievable for systematic and ongoing evaluation of outcomes. Prepares the High Risk/Utilization Management report identifying variances and trends through analysis of outcomes, including evaluation of performance against established targets or accepted ranges of values, and submits it to the Chief of QM for review prior to sending forward to the Chairman of the High Risk/Utilization Management Committee on a regular and on-going basis to provide decision support related to continuous quality improvement. Develops presentations of data that are useful to clinicians for clinical decision-making, as well as to management/leadership to inform quality management, risk management, utilization management, patient safety, and strategic planning. Provides training on High Risk/Utilization Management initiatives and ensures training is scheduled for new and current users as they are assigned. Training is provided to users in order to impart a working knowledge of available functionality, and awareness of Privacy Act and ADP Security requirements. Safeguards patient privacy and maintains confidentiality of all patient information. Protects clinical systems and patient data from unauthorized use, including research. Promotes ethical conduct among staff. Acts as an advocate for both patients and internal/external customers. Teaches staff about effective and ethical uses of High Risk/Utilization Management information in nursing practice. Displays conduct which reflects favorably upon self, the Medical Center, and the VA as a whole. Promotes VHA mission, vision and values and complies with EEO programs, partnership, customer service standards and VA policies and procedures. Determines appropriate High Risk/Utilization Management resources to support Patient Care Services. Incorporates principles of fiscal responsibility when planning resource needs. Identifies potential problems involving resources, quality, and/or safety and takes action to avert or manage the situation in a manner which meets the need of clients safely and therapeutically. The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Grade Determinations:
The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. The incumbent may be exposed to infected patients and contaminated materials and may be required to wear protective clothing in operative/invasive procedures. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
