Program Analyst

The primary purpose of the position is to improve the quality, efficiency, and effectiveness of HCBC/GEC by integrating clinical and information processes necessary to achieve successful adoption and application of technologies throughout the program and in collaboration with VCBHCS, VISN and National program offices. This position serves as a health care professional who uses that knowledge to influence and adapt IT systems to drive management of the health system toward effectiveness and efficiency. The incumbent also serves as a subject matter expert for interpretation of local data to VISN and national program offices in GEC, HCBC and Community Care. The incumbent works with the Administrative Officer, Chief of GEC and Associate Chief of Nursing Service for HCBC and GEC to analyze and resolve care problems related to efficiency of the programs. Duties include:
Exercises expertise in clinical operations, develops and/or oversees the development of information related to patient care, such as patient registries to allow the Clinical Team to track management of patient illnesses; and develops performance management tracking tools. Extracts, analyzes and provides data to assess treatment impacts such as clinical endpoints, health status outcomes utility estimates, estimated usage and characteristics of treating a designated geriatric population Determines methodology to correlate/evaluate Veterans' Experience data and access management data to ensure patient concerns are received, evaluate and addressed in a timely and effective manner by the appropriate subject matter experts. Researches and/or analyzes problems, issues, or program requirements as they relate to the HCBC and Geriatrics and Extended Care programs. Reviews information and applies standard analytical techniques to develop recommendations and proposals for approval by the Chief of GEC, Associate Chief Nurse of HCBC /GEC and / or Administrative Officer. Major responsibility in the process for meeting access measures for the facility and more directly the GEC/HCBC programs. Provides input to when budget information is needed, which at times may require urgent attention. This will include analyzing budget information from past years and projecting growth for coming fiscal year, reviewing data from previous years and projecting funding for future in order to promote program growth, and recommending areas for improving efficiency and use of VA funds within the GEC/ HCBC programs. Serves as the ADPAC for the GEC/HCBC programs. Formulates and implements plans in collaboration with the Chief of GEC and to ensure the HCBC/ GEC program needs are met in the most effective and efficient manner. Works closely with Medical Care Cost Finance (MCCF) to assure clinic set ups comply and with Health Information Management Section (HIMS) that the appropriate ICD-10 and CPT Codes are entered correctly and that all workload is being captured appropriately for all GEC/HCBC programs. Integrates software applications for clinical services by:
(1) evaluating the unique needs of the specific clinical and programs services in conjunctions with the capabilities and coordinating any required modifications; (2) reviewing the effectiveness of the systems and procedures to assure optimum benefit to patient care activities; and (3) troubleshooting when functionality is compromised by determining the cause of and /or the solution to the problem. Assists with all functions of the VCB Telehealth programs with are related to data management and tracking. Work Schedule:

Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. if related (TRANSCRIPTS REQUIRED). Physical Requirements:
The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
