MAJOR DUTIES AND
Responsibilities:
The Administrative Officer is responsible for the direct management of the Surgery Service. The incumbent works with the Chief of Surgery in planning organizing, directing, coordinating, controlling, reviewing, evaluating and improving care and treatment of patients for a large geographic area. The incumbent is the direct supervisor of the clerical and administrative staff within the service, directing all administrative support activities. Responsibilities include but are not limited to:
Determines product line goals and objectives and develops short and long-range plans for achieving them in conjunction with the overall plans of the VATVCBHCS Interprets data and provides information that is incorporated into the business plan by Surgery Service clinic leadership in the respective sites that is presented in the annual budget plan for the Surgery Service. Directs a comprehensive evaluation of product line performance measures, goals and objectives and makes necessary adjustments to improve delivery of patient care services. Establishes service policy in such areas as safety, data management and operating guidelines. Administers a system for communication of policy and procedural interpretations on Central Office, Regional Office and VATVCBHCS directives, policies and guidelines, and ensure adherence to them. Directs a management reporting system which provides appropriate information for executive decision making in such areas as:
organization improvement; changes in delegations of authority; position management; and coordination among the product lines respective programs and with clinic leadership in multiple locations. Exercises oversight and management of service funds providing subsequent required reports verifying expenditures, generating and submitting requests to reallocate funds through the appropriate channels and with the endorsement of the Chief of Surgery Service. Organizes and controls service evaluation activities for multiple programs. Provides recommendations to the Chief of Surgery on proposed solutions that would enhance quality patient care and resource utilization in Surgery Service. Serve on medical center and/or VISN committees as assigned by the Surgery Chief, Chief of staff, Deputy Chief of Staff, and by the Medical Center Director. Reviews all appointments, promotions, incentive awards, position descriptions, disciplinary and adverse actions etc., and contributes to the structure and optimum organization and distribution of functions within Surgery Service Determines and directs necessary trainings for subordinate staff's to ensure staff can perform daily duties independently. Writes, reviews and/or edits all correspondence emanating from the service to include mid-year and annual performance appraisal reviews, award recognitions, and maintains controls for the use of sick leave, annual leave, overtime, compensatory time and authorized absence. Provides budget management and guidance for major programs and the overall status of financial resources for the service to react to changing situations with timely recommendation. Functions as the funds control point (FCP) official as the final approving authority of funds obligations as designs for the Surgery Chief. Serves as the contracting officer representative technician (COTR) for all contracts in the service. Reviews and validates all contract proposals and agreements to assure sufficient funds, personnel and administrative resources are accounted and accurate. Reviews, prioritizes and approves equipment requests by Surgery Service by making determinations on purchases, completing 2237 forms, approving electronic request for equipment purchases and turn-ins, and performing periodic review of the prioritized equipment list to ensure receipt of equipment ordered. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of management information system/office automation applications, principles and practices; Skill is written and oral communication sufficient to prepare and present findings and recommendations, carry out specific actions, and gaining acceptance of or implementing new policies and concepts; Ability to work effectively with senior medical officials, physicians and other health care providers; Knowledge of personnel management policies and procedures to evaluate appropriateness of employee appraisals, position descriptions, performance awards, disciplinary or adverse actions, and provide guidance and motivation to employees; Knowledge of management information system/office automation applications, principles and practices. . Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. (TRANSCRIPT REQUIRED) . OR, Combination:

Physical Requirements:
The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
